About the Journal

Journal of Science and Technology on Information and Communications - Electronics, Telecommunications, and Information Technology of Posts and Telecommunications Institute of Technology is a scientific journal periodically published 04 times per year under License No. 08/GP-BVHTTDL dated 27/01/2026 issued by Ministry of Culture, Sport and Tourism with p-ISSN 3126-3445 continuing the journal previously published under p-ISSN 2525-2224 pursuant to License No. 697/GP-BTTTT dated December 21, 2015 issued by the Ministry of Information and Communications. The goal of the JSTIC is to publish peer reviewed practical and theoretical research papers in the various fields of Electronics, Telecommunications, and Information Technology. We welcome diverse innovative participation of local and international researchers to build a sustainable and high quality scientific journal.

Peer Review Process

All manuscripts will be subject to a fair, unbiased, single-blinded peer-review process, and are considered on the basis of their significance, novelty and usefulness to the JSTIC readership. The review output will be one of the following decisions:

  1. Accept: The submission will be accepted without revisions.
  2. Accept with minor changes: The submission will be accepted after minor changes have been made.
  3. Accept with mandatory changes: The submission needs to be re-worked, but with significant changes, may be accepted. It will require a second round of review, however.
  4. Reject: The submission will not be published with the Journal.

The review process may take approximately THREE months to be completed. Should authors be requested by the Editor to revise the manuscript, the revised version should be submitted within TWO months for a major revision or ONE month for a minor revision. Authors who need more time are kindly requested to contact the Editor. The Editor reserves the right to reject a paper if it does not meet the aims and scope of the Journal, it is not technically sound, it is not revised satisfactorily, or if it is inadequate in presentation.

Publication Frequency

JSTIC is a quarterly journal. Its articles are published collectively as part of an issue with its own table of contents.

Publication Fee Policy

The Journal of Science and Technology on Information and Communications (JSTIC) does not charge authors any fees at any stage of the publication process, including:

  • manuscript submission fees,
  • peer review fees,
  • article processing charges (APC),
  • publication fees.

All articles are published in open access format and are freely available to readers.

Publication Ethics and Malpractice Statement

JSTIC – Journal of Science and Technology on Information and Communications is committed to maintaining the highest standards of publication ethics and academic integrity. The journal follows the principles and best practices established by the Committee on Publication Ethics (COPE) and expects Editors, Authors, Reviewers, and the Publisher to comply with these ethical standards throughout the publication process.

The journal applies a double-blind peer-review process and follows transparent editorial procedures to ensure the quality, originality, validity, and scientific relevance of all published articles.

Publication Ethics

JSTIC adheres to the following ethical guidelines and standards:

Any suspected or confirmed case of publication misconduct will be handled in accordance with COPE recommendations and established editorial procedures.

Plagiarism and Similarity Screening

All submitted manuscripts are subject to plagiarism and similarity screening before peer review. JSTIC does not accept manuscripts containing plagiarism, self-plagiarism, duplicate publication, copyright infringement, manipulated citations, or unattributed use of copyrighted materials.

The journal reserves the right to reject, withdraw, or retract manuscripts found to violate academic integrity or ethical publishing standards.

Research Misconduct and Data Integrity

JSTIC does not accept manuscripts involving:

  • Fabricated or falsified data
  • Manipulated images or results
  • Fraudulent peer review
  • Citation manipulation
  • Paper mills or ghost authorship
  • Unethical research practices
  • Misrepresentation of authorship or affiliations

If misconduct is identified before or after publication, the journal may take appropriate actions including manuscript rejection, publication correction, article retraction, notification to authors’ institutions, or public disclosure of ethical violations.

Retraction and Correction Policy

JSTIC follows COPE Retraction Guidelines in handling article corrections, retractions, and expressions of concern.

Articles may be retracted in cases involving:

  • Serious research misconduct
  • Plagiarism
  • Duplicate publication
  • Fabricated or falsified data
  • Major errors affecting the reliability of the work
  • Ethical violations

Retraction notices and corrections will remain publicly accessible to maintain the integrity of the scholarly record.

Conflict of Interest

Authors, reviewers, and editors must disclose any financial, institutional, professional, or personal relationships that could influence the evaluation, review, or publication of a manuscript.

Editors and reviewers shall recuse themselves from handling manuscripts where conflicts of interest may compromise impartiality.

Copyright and Licensing

Authors are responsible for ensuring that submitted manuscripts do not infringe any copyright, intellectual property rights, or third-party permissions.

Authors retain copyright of their published work and grant JSTIC the right of first publication. Published articles are distributed under an open-access policy to support the dissemination of scientific knowledge.

AI-Assisted Content

Artificial intelligence tools may only be used to support language editing or formatting and must be disclosed by the authors where appropriate. AI systems cannot be listed as authors because they cannot assume responsibility for the integrity and originality of scholarly work.

Editorial Responsibility

The Editorial Board is responsible for ensuring a fair, objective, confidential, and timely peer-review and editorial process. Editorial decisions are based solely on the scholarly merit, originality, clarity, and relevance of submitted manuscripts.
